Anyone know what "bases.mpf" is/was for?
Is it just another multiplayer thing?

I know Jel made a file to set capital cities so this might be related.
What's in the file? You can usually read them with Notepad or in a hexeditor.

Jel says:
"...From what I recall this was a script file for online play. It was made by a utility which allowed the user to select the friendly primary and secondary bases, and the enemy primary and secondary bases. This allowed nearby pairs to be used for each side, making it easier for escorts to find the bombers using the in-flight map. We did use it at GameRanger and it worked well ..."
Thought it was probably an online play thing. I'll add it to the list.
